MGNREGA : Spirit of the Scheme seems to be Destroyed in spite of Intentions of good Employment Opportunities

MGNREGA or The Mahatma Gandhi National Rural Employment Guarantee Act 2005 was implemented to provide at least 100 days of guaranteed wage employment in a financial year to every rural households whose adult members volunteer to do unskilled manual work. This act was first proposed in 1991 by P. V. Narasingh Rao and latter accepted in parliament with commencment of the scheme in 625 districts of India.

As per available data in 21-22 till now there are 15.33 crore active workers with a assets creation of 6.14 crore, person days generated 310.77 crore and 46.15 crore dbt transactions. It also says of 6.85 crore households benefited with 2.13 crore individual category work done.

But it seems that the scheme has lost it’s way with some major reasons responsible for pushing it into the red.

Here are some of the reasons…..

# Ridiculously low wage rate which is less than minimum wage rate of 17 states
# Insufficient budget allocation
# Regular payment delays even not paid wages in some areas for seven months
# Workers penalize for administrative lapses like not submitted in time balance sheet, bank statement etc
# The banking puzzle, that is in rural areas due to poor infrastructure in banks workers have to go more than once to collect their money, which also not credited into their account in time # Faulty MIS data due to increase in courrption and weakening accountability
# Genuine job cards being deleted to meet 100% dbt target
# Too much centralisation weakening local governance
# Dictating implementation by administration become a burden
# The blatent violation of act is to link it with pmay, individual household toilets, anganwadi centers and rural haats destroy the spirit of the program.

Government is reling heavily upon Mgnrega mis to show all is well, but actually the mis should be reviewed to correct the present gaps in implementation. It happen dying a slow death despite the government’s actual claims of record allocation and on time payment generation. Now it shows a negative net balance of around 10000 crores as per it’s own financial statement which pushing the scheme into the red.
